This item consists of a memorandum regarding Pierce T. Wetter who was convicted under the Espionage Act of 1917. Under a 1922 presidential pardon remaining sentences were commuted and under an amnesty proclamation issued December 23, 1933, all persons convicted in violation of the act were granted a full pardon. Nonetheless, due to the wording in the proclamation of 1933, Wetter had a suit brought against him to collect a $10,000 fine from his conviction. In this memorandum the Attorney General requests that the President clarify the language of the proclamation in order to release Wetter from paying this fine.

Grover Cleveland Bergdoll (October 18, 1893 – January 27, 1966) was an early aviator, racing driver and World War I draft dodger, who went to Germany to avoid prison. Bergdoll was born in Philadelphia to a wealthy brewing family. He was one of 119 people to train at the Wright Flying School, and in 1912 he purchased a Wright Model B biplane for $5,000.
